Del 6 al 7 de septiembre se llevó a cabo el El Foro Foro de Finanzas de la Convención Marco de Naciones Unidas para el Cambio Climático denominado: Movilización de Financiamiento para el Desarrollo de Infraestructura con Resiliencia Climáticas, en el que participó el ministro de Obras Públicas, Gerson Martínez, en representación del Gobierno de El Salvador.
En el evento, que tuvo lugar en Marruecos, África, se trató sobre la identificación de las brechas en la movilización y el acceso al financiamiento para infraestructuras resilientes al clima, y proporcionar recomendaciones y aportes de alto nivel sobre cómo incrementar la inversión en infraestructura resistente.
El Ministro Martínez,expuso a los oyentes la experiencia y los logros alcanzados con la creación de la Dirección de Adaptación al Cambio Climático y Gestión Preventiva del Riesgo, (DACGER), primera entidad creada por una institución pública en El Salvador y América Latina y El Caribe.
Según el ranking mundial de vulnerabilidad de la ONU hoy El Salvador ocupa la posición 11, y el 14 en relación a riesgo climático, dentro de la clasificación mundial de Germanwatch, luego que en 2009 ocupara el primer lugar; este avance se refleja en la eliminación de 780 puntos vulnerables de un total de 978 inspeccionados a escala nacional.
Durante la ponencia en Marruecos, el ministro Martínez propuso una estrategia “multiescalar”, es decir, que contemple las escalas global, regional, nacional, local y micro zonificada frente al cambio climático, donde las personas especialmente sectores vulnerables como la niñez, personas con discapacidad y adultos mayores sean el centro de la movilización para prevenir tragedias.
De esta manera, según Martínez, el mundo transitaría “hacia una estrategia global para la seguridad ambiental, y en ese contexto, la adaptación al cambio climático y la gestión del riesgo” puntualizó.
Este foro se desarrolla en el contexto de una serie de fenómenos naturales que han golpeado El Caribe, ocasionando fallecidos, desplazados, pérdidas millonarias y dejando zonas devastadas, inclusive no aptas para la vida humana.
