Alejandro Zelaya se resiste a pagar el FODES

El titular de Hacienda argumentó de nuevo que no cuenta con recursos suficientes para cumplir la resolución de la Sala Constitucional, para pagar de forma inmediata el FODES a las municipalidades

El ministro de Hacienda, Alejandro Zelaya, confirmó que los magistrados de la Sala de lo Constitucional de la Corte Suprema de Justicia no pueden obligarle a pagar de forma inmediata los recursos del Fondo de Desarrollo Económico Social (FODES) a las alcaldías, que adeuda desde junio del año pasado.

“La resolución es clara y dice que el ministro deberá realizar las gestiones dentro de sus facultades encaminadas a realizar gestiones del pago, porque saben que no me pueden obligar a pagarlo de manera directa”, dijo el funcionario.

Zelaya ha utilizado diversos argumentos como si paga el FODES dejará de pagar al personal de salud o el riesgo de no pagar la deuda externa.

“Yo estoy en la obligación de priorizar el gasto a fin de evitar daño a la hacienda publica y a los ciudadanos, no puedo dejar de pagar salarios de médicos y enfermaras para pagar a los alcaldes”

El titular dijo en un evento del partido Nuevas Ideas en Santa Rosa de Lima, La Unión, que pagaría el Fodes a los alcaldes después de las elecciones.

“Las alcaldías tienen que esperar el FODES hasta que tengamos aprobación en la Asamblea Legislativa, yo no puedo pagarles y correr el riesgo de no pagar la deuda externa”, destacó.

“Empezamos a recortar gastos a nivel de caja fiscal, no solo han habido retrasos con el FODES sino con proveedores, hemos tenido que atrasarlo para no caer en impago”, justificó.

La Asamblea aprobó el diciembre pasado el Presupuesto General de la Nación 2021 en el que está consignado que el 10% de los ingresos corrientes del Estado deben ser transferidos a las comunas, ya que tanto el Fodes como el Presupuesto General de la Nación son leyes de la república.
