La Comisión de Economía de la Asamblea Legislativa ha emitido un dictamen favorable para la aprobación de la Ley de creación del Instituto Nacional de Capacitación y Formación (INCAF), marcando el fin del Instituto Salvadoreño de Formación Profesional (INSAFORP). Este cambio cuenta con el respaldo de los partidos Nuevas Ideas y la Gran Alianza por la Unidad Nacional (GANA). El INCAF, que reemplazará al INSAFORP, recibirá fondos y se estructurará con un consejo directivo compuesto exclusivamente por representantes gubernamentales, siguiendo las pautas del Convenio 144 de la Organización Internacional del Trabajo (OIT).
La ministra de Economía, María Luisa Hayem, defendió la creación de esta nueva institución durante su comparecencia ante la comisión. Entre los cuestionamientos, el diputado César Reyes de ARENA expresó preocupación por la falta de representación directa de empleadores y trabajadores en el consejo del INCAF. Hayem aseguró que se mantendrá una estrecha relación con la población y empresas, recibiendo sus aportes de manera constante. Además, se especificó que el 20% de los ingresos provenientes de las cotizaciones obligatorias se destinarán al INCAF para actividades de formación, lo que equivale a $9.2 millones de los $46.6 millones proyectados para INSAFORP.
En la discusión, se abordaron temas como la cobertura de capacitaciones que ofrecerá el INCAF y la distribución de recursos en comparación con el INSAFORP. Hayem aseguró que no se reducirán los fondos destinados a la generación de talento. Además, se estableció que el 40% de los ingresos por cotizaciones obligatorias se dirigirá a la Dirección de Integración, creada en el marco de la fase VI del Plan Control Territorial. Se realizaron ajustes al proyecto, como la designación del representante del Ministerio de Economía en caso de ausencia del presidente del consejo del INCAF. También se introdujo un artículo de fiscalización para que la Corte de Cuentas de la República supervise las actividades del INCAF. Las cotizaciones seguirán siendo administradas por el Instituto Salvadoreño del Seguro Social (ISSS).
